World Bank’s Indonesia program is one of its largest in the world with activities that include an active program of engagement with central economic ministries, community driven development, education and infrastructure. Lending is currently around US$2 billion a year distributed over a broad mix of program, sector and investment loans. In addition there are a large number of Trust Funds to support work in a range of sectors including education, investment, poverty and social protection.  To support the Government policy agenda the mission also has a very large program of analytical and advisory activities (AAA) that is integrated into lending and technical assistance activities.

The World Bank is helping to strengthen national efforts to reduce poverty and vulnerability by supporting the Government of Indonesia in making informed and evidence-based policy and program decisions. Support is channeled through the Partnership for Knowledge-based Poverty Reduction in three ways: i) providing poverty analytics and building analytical capacity to inform poverty and social protection policies, programs and strategies; ii) supporting the government in the design, implementation and evaluation of key poverty and social protection programs; and, iii) improving the quality and accessibility of data required for poverty analysis and policymaking. A multi-donor trust fund has been established to provide technical assistance and policy advice, carry out analytical work, and provide grants to non-government think tanks and research institutions.

Under this program, the World Bank has undertaken flagship research projects that are at the cutting-edge of global knowledge on poverty and social protection. Current projects – including a comprehensive research project on targeting social assistance and a public expenditure and program review of the social assistance sector – are being used by the Government of Indonesia to reform and re-design its social protection systems. At the same time, the team also conducts “rapid response” analysis to respond to immediate and pressing requests from government partners.

The program of work also has a strong focus on strengthening local institutions that contribute to evidence-based policymaking. The team works closely with analytical units in government agencies to improve their technical skills. At the same time, the team is turning more attention to strengthening local research institutes and think tanks so that they can provide independent and high quality analytical and assessment services to inform and monitor national poverty policy-making and program design. Capacity building activities will be a major focus of the team’s agenda in the upcoming years.

The Research Analyst will work as a part of the Poverty Cluster, part of the Poverty Reduction and Economic Management (PREM) network and located in the World Bank Office Jakarta. The primary objective of the Research Analyst is to provide substantive research, analytical and statistical assistance in support of the team’s research projects and fast-response analytical activities. At the same time, he/she will support efforts to strengthen the capacity of local research institutes to carry out independent and high-quality analysis.  He/she will work under the daily supervision of Poverty Cluster Economist leading the Poverty Analytics sub-team in the Poverty and Social Protection Cluster and will report directly to the Task Team Leader (TTL).

Main Duties and Responsibilities

A.     Research and Analysis
    Undertake literature reviews and analyze existing information to contribute to World Bank reports on a range of issues relating to poverty reduction and social protection;
    Assist in the planning of research components of major research projects;
    Carry out assigned research activities with minimum supervision; conduct assigned analytical activities that respond to external requests from government partners and internal requests from within the Bank;
    Maintain large-scale secondary databases (including BPS-Statistics Indonesia data such as Susenas, Podes, Population Census, Sakernas, Survei Industry, or other data);
    Participate in preparing, managing and implementing survey instruments;
    Provide assistance in the procurement, administration and monitoring of contractors carrying out survey or analytical activities for the World Bank;
    Participate in missions as a team member to participate in quantitative research and to collect/analyze data as well as exchange information with government/private sector officials;
    Contribute to the interpretation of analytical findings, formulation of key messages, and identification of policy implications and recommendations that are supported by the evidence;
    Draft sections of policy briefs and research reports;

B.     Capacity Building
    Provide assistance with joint analytical projects with researchers from partner agencies, providing guidance in the design and application of research methodologies, analysis of findings, and preparation of products to disseminate findings (reports, presentations, memos, etc.).
    Assist in the design, dissemination and training of analytical tools designed by the Bank and intended for analysts and researchers from government agencies, universities and think tanks. 

C.    Other Team Responsibilities
    Assist in the preparation and dissemination of research findings to internal audiences, government and non-government partners, and other international development partners.
    Other tasks as requested by the TTL.

The successful applicant for the Research Analyst position will meet the following qualifications:

•    Personal commitment to issues of poverty reduction;
•    Minimum of Masters Degree in Economics, Mathematics or related subjects and a minimum of 2 years relevant working experience (e.g., econometrics, statistics, computer programming); or equivalent combination of education and experience;
•    Excellent knowledge of programming, econometrics, and statistical analysis techniques and related principles underlying the Bank’s economic work;
•    High level of proficiency with standard econometric software packages (Such as STATA, SPSS);
•    Experience in using and managing large-scale quantitative survey data;
•    Excellent knowledge of survey instrument design, survey data collection and cleaning; knowledge of principal sources and retrieval systems of econometric and social development survey data;
•    Strong analytical and conceptual skills; ability to interpret and present statistical information;
•    Strong communication skills; able to effectively communicate in English (writing and speaking);
•    Demonstrated commitment to teamwork and working with multidisciplinary teams, but is also self-motivated and able to work independently.

Contract Details

The successful candidate will be offered an Extended Term Consultant contract (grade EC1).

The Consultant will be contracted with the view to work with the Poverty Cluster for two years. The contractual arrangement will begin with a one-year extended term contract (ETC). The position will be extended with an additional one-year ETC conditional on satisfactory performance during the first year.

The Research Analyst will be based in Jakarta.
