Other Selection Criteria:
• Masters Degree in finance, economics or a related field, and at least 8 years experience in private and financial sector development, in such areas as banking, microfinance, community-based revolving funds, cooperatives and livelihoods.
• Experience in managing or working with community-driven development, community empowerment and/or institutional capacity building programs, especially in Indonesia, desired. Solid understanding of Indonesia’s PNPM program would be a plus.
• Prior experience in, or exposure to, the preparation and implementation of a range of Bank products, including different types of loans/credits (adjustment/development policy, investment, and technical assistance) and trust funds is highly desired, as well as experience in successfully managing complex or problem projects.
• Ability to engage with various stakeholders, effective influencing skills, and demonstrated diplomacy.
• Strong leadership, team-building, inter-personal, and people-management skills, including relevant experience to mentor/guide teams/staff and proven ability to work in a culturally diverse environment.
• Proven track record of performance with clear focus on results on the ground.
• Good understanding of World Bank procurement, financial management, safeguards and anti-corruption policies. Understanding of Bank trust fund policies preferred.
• Excellent English written and spoken communications skills are essential; knowledge of Bahasa Indonesia preferred.
Duties and Accountabilities:
The FPD team seeks to recruit a Senior Operations Officer with a strong background in managing implementation of large complex CDD and FSD projects, including microfinance, to join its Jakarta team and the PNPM RLF pilot project. The selected candidate will report to the EASFP Management Unit.
The Senior Operations Officer is expected, among other duties as assigned, to:
• Provide leadership and advisory support in all phases of PNPM RLF pilot operations, including problem solving on complex issues of implementation, aid coordination, resource mobilization, and project strategy, as well as cross-department or cross-sectoral issues.
• Lead the coordination with all consultant firms working under the PNPM RLF program from the World Bank team.
• Provide support for livelihood /economic inclusion-related approaches from the RLF side to ensure the on-going synergy of RLF-related activities and upcoming economic inclusion activities under PNPM Mandiri and other related programs.
• Liaise with central and local governments, and other project stakeholders.
• Coordinate with development partners and management, and prepare project updates and funding proposals.
• Lead and/or coordinate field supervision and implementation support missions to optimize resources, information flows and consultations by senior advisors.
• Contribute to policy dialogue and strategies for microfinance, financial sector development, and financial inclusion and prepare and/or contribute to background and policy papers and selected notes for internal and external audience.
• Lead the review of project implementation recommendations and project documentation for consistency with Bank policies, as well as with a view towards maintaining project quality. In particular, to ensure compliance with financial management, procurement, anti-corruption and safeguards policies.
• Guide and mentor more junior staff.
