Completed a Master’s degree in economics or related discipline;
•    Minimum of 2 years relevant professional experience conducting research and data analyses in the area of fiscal policy, public expenditure and revenue policy and management;
•    Public Finance: Has knowledge of budget formulation and execution processes to perform assessments, and knowledge of public finance policy to work on public expenditure reviews, and contribute to capacity building. Knowledge of the Indonesian fiscal  and public finance environment and public financial management systems would be an advantage;
•    Professional experience in developing/emerging economy contexts;
•    Proven teamwork skills, working with multi-disciplinary teams across different sectors and operational boundaries within the World Bank Group and/or outside it;
•    Proven ability to interact effectively with government, civil society stakeholders, international teams, international development agencies and work well across organizational boundaries;
•    Proven ability to manage large quantitative databases, in particular government financial data. Familiarity with Indonesian fiscal data would be an advantage;
•    Strong econometric and statistical analysis techniques and knowledge of standard statistical software packages, especially STATA;
•    Ability to interpret and present statistical information effectively in graphical and non-graphical formats to technical and non-technical audiences;
•    Proven ability to deliver high-quality, policy-relevant economic analyses;
•    Clear, structured and effective writing and presentational skills with the ability to contribute major technical components to reports, policy notes and presentations under limited supervision;
•    Excellent oral and writing skills in English; Fluency in Indonesian.

Duties and Accountabilities:
The work program of the Research Analyst will include, but not be limited to, the following tasks and responsibilities on the work-streams outlined above:

•    Collect fiscal data and other public policy and program information from various government institutions, including central ministries, subnational government and statistical agencies;
•    Maintain up-to-date and accurate databases of aggregate and disaggregated national and subnational fiscal information and ensure that they are readily searchable and accessible by other team members;
•    Engage with government counterparts at the technical level, including working with them to jointly produce analyses and supporting programs aimed at building their capacity in fiscal policy analyses;
•    Conduct quantitative (including econometric techniques)  and qualitative research and analyses on fiscal policy, public expenditure and revenue policy and management issues under limited supervision;
•    Interpret and present statistical results in graphical and non-graphical formats to technical and non-technical audiences;
•    Prepare presentations, written briefs and policy notes, and draft technical sections of reports based on the above analyses under limited supervision;

The tasks and responsibilities of the Research Analyst may be revised over time as necessary to match the changing demands of the MFP cluster and the broader PREM team.

The Research Analyst will be a core member of the Fiscal Policy sub-cluster in the MFP cluster.  The Research Analyst will also be expected to work closely and seamlessly with the wider MFP team as well as the rest of the PREM Indonesia and Indonesia Country Office teams as needed.

The Research Analyst will report to the Indonesia PREM Sector Manager and Lead Economist based in Jakarta, Indonesia. On a day-to-day basis, the Research Analyst will be supervised by the Fiscal Policy sub-cluster leader.
