Since 2007, WB has provided support to MOF’s reform implementation through resident advisors, TAs, analytical papers and workshops, etc. The support is financed under the Multi-donor Trust Fund for Public Financial Management Reform (PFM-MDTF). Since early 2009, the Bank support has, under separate financing, been broadened to MenPAN-RB and to BPS. To meet the demands of the government counterparts, the Bank provides a multi-component program in support of the reforms. The program rests on four pillars:

1.    Analysis and Assessments: analytical work to strengthening the knowledge base for reform by conducting analysis in cooperation with Indonesian institutions. There is a need to update and broaden the empirical basis for government policy development related to civil service management, e.g. right-sizing, and civil servants’ benefits, e.g. reformed CS pay and grading and CS pension schemes.

2.    Coaching through technical assistance to central civil service management agencies and targeted key line institutions to strengthen their reform capacity.

3.    Peer-to-peer sharing and learning: Exchange of information on good practices and reform experiences with peers from government institutions in other countries, as well as with private and state-owned companies in Indonesia applying good practices. 

4.    Capacity building through a loan assisted Scholarship Program to Strengthen Indonesian Reforming Institutions (SPIRIT) in the amount of $113 million This component targets 11 selected key institutions and is guided by institutional Human Capital Development Plans developed by each participating agency. The Scholarship Program aims to improve performance in both core and crosscutting areas of an institution as well as to strengthen capacity to manage and implement reforms by providing overseas and domestic degree and non-degree scholarships.

The local recruitment shall be for an initial period of one-year Coterminous appointment, renewable subject to unit's need, individual performance and available resource of funds. World Bank staff with Regular/Open-ended appointment, if selected, will retain their current appointment type.

Objective

The objective of the analyst’s assignment is to assist in the implementation of the WB multi component program and particularly in the implementation of the loan assisted Scholarship Program for Strengthening Reforming Institutions (SPIRIT).

Activities

The analyst will be part of the WB team implementing the program in support of IT and BR and participate in design and implementation of activities under each of the four program pillars. Particularly the specialist will.

•    Provide analytical work as required, particularly that is related with bureaucracy reform initiatives both at national level and at agency level
•    Assist in  the implementation and evaluation of SPIRIT program and prepare draft No Objection Letters (NOL) and other draft documents to eventually be issued by the Bank
•    Assist reforming institutions, particularly those participating in SPIRIT, as required
•    Assist in the regular reporting on TFs, the WB program and in other reporting
•    Assist in implementation of bench-marking study visits and workshops, as requested
•    Assist in preparing policy briefs, working papers, etc. as requested.

Deliverables

The analyst will provide the following deliverables, but not limited to:
•    Analytical reports and papers, draft policy briefs and working papers
•    Draft NOLs and other documents related to the Bank’s administration and supervision of SPIRIT
•    draft progress reports related to program implementation, TF management and others, as required

Reporting

The analyst will report to the Senior Public Sector Management Specialist. The analyst shall also maintain close working relations with the Senior Consultant - Lead Public Sector Specialist, and with other team members in the broader Bank team as well as with key counterparts in Bappenas, BPS and MOF as well as in all institutions participating in SPIRIT.

Required qualifications
1.    A university degree in the political, public administration, business administration, management or another related area
2.    Strong client-orientation, inter-personal skills and demonstrated ability to operate in complicated institutional settings
3.    Able to work under pressures
4.    Good understanding of human capital development for capacity building purposes
5.    Good understanding of the Indonesian civil service system and bureaucracy reform would be a strong asset
6.    Well developed oral communication and written skills in English
7.    Fluency in Bahasa Indonesia.
